Can someone tell me what is the difference between using Raster Image 17 or Raster Image 18?

Raster Image Z18 is High Resolution with 143 Frames.
Raster Image Z17 is Low Resolution with 42 Frames.
I use z18 for tiles where the route goes through and Z17 where the route is remote.
