Snapable across tile boundaries

If I place a snapable object across the red tile border with one green pole in the first tile and the other in the second tile, it loses its snapability. Is this normal, do I make a mistake somewhere in the process, is there a workaround?
Btw what means one point rotation and two point rotation ?

Yes, it is normal. TSRE doesn't support snapables across tile boundary. Use clone+transform window instead when crossing tile boundary.
