In an activity, currently the restriction zone is limited to 30 km / h is it possible to modify the software so that it is the creator who defines the speed ?

For the restricted zones it exist in a Route only one Restricted Speed definition.
You can modify it in Route-Editor under Route>Edit Route Settings>Restricted Speed
